What the assessment covers
Identifying fire hazards
Sources of ignition, fuel and oxygen recorded throughout, from intake cupboards and heating plant to stored combustibles and refuse arrangements.
Identifying who is at risk
Residents, staff, visitors, contractors, lone workers and anyone whose mobility, age or circumstances would slow escape.
Evaluating existing measures
Escape routes, final exits, fire doors, compartmentation, detection, alarm coverage, emergency lighting, signage and extinguishers all assessed.
Recording the findings
A written assessment with photographs, a clear significant-findings section, and an action plan ranked by priority rather than a flat list.
Review and re-assessment
A review date appropriate to the premises, plus what changes would trigger an earlier reassessment.
Your legal duty
Under the Regulatory Reform (Fire Safety) Order 2005 the responsible person for non-domestic premises, and for the communal areas of blocks of flats and HMOs, must carry out a suitable and sufficient fire risk assessment and keep it under review. Where five or more people are employed the significant findings must be recorded in writing.
The Fire Safety Act 2021 confirmed the Order applies to a building structure, external walls and flat entrance doors in multi-occupied residential buildings. Enforcement is active: fire authorities can serve enforcement and prohibition notices, and prosecutions carry unlimited fines and custodial sentences.

There is no fixed statutory interval, but annual review with a full reassessment every one to three years is the accepted standard. Reassess whenever the building, its use or its occupants change significantly.
A formal assessment is not usually required for a single private dwelling, though you still need working smoke alarms on every storey. HMOs and blocks of flats do need one for the communal parts.
